Governance for the Decision making

Hello Martians,

I would like to suggest using a snapshot for the Mars Governance/DAO voting that is going to take place in the near future when we get a fully decentralized product.
I’d highly recommend to the core team to take a look at it, because it is a highly used platform for voting on most of the projects. @father @brother @eugenefinch @MEMOLOGICAL_EXPEDITI

It’s kind of industry-standard, I think we will use one we start implementing DAO stage.
