Should buildings have maintenance timers on them?

As time passes, repairs need to be made to buildings to keep them fully operational.

i.e. 365 day timer. Each day reduces the overall effective production by 1/365 or 0.274% reduction. At 70%, CLNY production for a particular building drops by 5%, CLNY production for a particular building drops by another 5% at 65% … down to a maximum drop of 50%. In order for a plot owner to increase production back to full capacitity they must use “Ore” + CLNY to repair the building.
