Upgrade Costs on Mars Colony

Hello,

I want to ask about the upgrade cost for each colony?

Does the upgrades cost remain static for the second tier and third tier upgrades?
For example, upgrade cost of Robot Assembly, Transport and Power Production are 120 CLNY at level. Would it increase accordingly to reflect the level of upgrade?
